I rarely got Markath when I did my fishing jobs. Must've been my particular playthrough. I know the feeling. Knowing that all extra jobs help the guild at least visually, until completed jobs wasn't enough to release my frustration, when I really wanted one single job more for Windhelm special job.
I spent a good time in Raven Rock, just for the heck of it. After returning to Skyrim, my first job was to steal something from Windhelm. The target will become hostile and will take damage while frozen. Your follower will attack the target if they are nearby, killing the target.
Park your follower far enough away to avoid this. When the target begins to stand up, their inventory will be accessible. Use the Ice Form Shout while sneaking with your weapon drawn. The target will freeze and take per second damage while frozen. Provided the target has enough life, the target will thaw and begin to stand. Access the inventory and loot the item without penalty. The target will either attack you or flee.

I do bedlams and restat them if you already did special misson in that hold.. Say you get a markarth bedlam job.
